Abstract
Abraham and Louisa Lichtin wanted to bring Louisa's sister, Reveka Kagan, to El Paso to visit and requested a visitor's visa from the American Consul in Lithuania. Because Ms. Kagan could not prove that she would return to Lithuania after her visa expired the request was denied. After years of back and forth with the American Consul, the Lichtins started the process to help Ms. Kagan emigrate to the U.S.
